<p class="">We&#8217;ve been receiving updates on the death toll following flash floods in Texas, as&nbsp;<a href="https://www.bbc.co.uk/news/live/c15np18yy24t?post=asset%3A3a0eee27-cd50-4453-921c-44c69f5af72e#post">officials expect it will continue to rise.</a></p>



<p class="">At least 68 people have been killed across five counties in the state &#8211; here&#8217;s a full breakdown:</p>

<p class="">At a news conference in Austin, Texas Governor Greg Abbott says that &#8220;so many people have been swept into an extraordinary catastrophe&#8221; following the floods.</p>



<p class="">He says a meeting with officials has taken place at a local level, and there&#8217;s a collaborative effort to address concerns &#8220;as quickly as possible&#8221;.</p>



<p class="">&#8220;We remain in a search and rescue posture right now,&#8221; he adds.</p>



<p class="">&#8220;We will stop at nothing to ensure that every asset, and person and plane, and whatever is needed is going to be involved in the process of rescuing every last person,&#8221; he says.</p>



<p class="">Abbott then goes on to sign a disaster declaration.</p>



<h3 class="wp-block-heading">&#8216;An unimaginable tragedy&#8217; &#8211; Donald Trump</h3>

<p class="">We&#8217;re now hearing from US President Donald Trump who says he has signed a &#8220;Major Disaster Declaration for Kerr County, Texas, to ensure that our Brave First Responders immediately have the resources they need&#8221;.</p>



<p class="">In a post on social media platform Truth Social he says the families of the dead and missing are &#8220;enduring an unimaginable tragedy&#8221;.</p>



<p class="">Trump reiterates that his administration continues to work closely with state and local Leaders.</p>



<p class="">He adds that &#8220;Secretary of Homeland Security Kristi Noem was on the ground yesterday with Governor Greg Abbott, who is working hard to help the people of his Great State&#8221;.</p>



<p class="">&#8220;Our incredible U.S. Coast Guard, together with State First Responders, have saved more than 850 lives,&#8221; he says, ending the message with: &#8220;GOD BLESS THE FAMILIES, AND GOD BLESS TEXAS!&#8221;</p>



<h3 class="wp-block-heading">Why weren&#8217;t people evacuated ahead of the floods?</h3>



<p class="">As city officials take questions from the press, City Manager Dalton Rice is asked why people weren&#8217;t evacuated ahead of the flash floods.</p>



<p class="">Rice repeats that the focus is on reuniting families.</p>



<p class="">&#8220;Until we can get them reunited families, we are not going to stop,&#8221; he says, before walking away and leaving the room.</p>



<p class="">While he walks away, press shout numerous questions about whether there were any warnings, with one reporter shouting &#8220;there are families who deserve better than that&#8221;.</p>

<h3 class="wp-block-heading">Thirty-eight adults and 21 children killed &#8211; Kerr County sheriff</h3>

<p class="">Kerr County Sheriff Larry L. Leitha, speaking at a news conference, says among the 59 dead are 38 adults and 21 children.</p>



<p class="">He says the numbers will continue to change and increase as time goes on, but the search and rescue operations continue.</p>



<p class="">Over 400 first responders from more than 20 agencies are working in Kerr County, he says.</p>



<p class="">He says there are 11 Camp Mystic campers unaccounted for, as well as one camp councillor.</p>



<h3 class="wp-block-heading">Dallas sisters who were visiting grandparents killed in flash floodspublished at 17:0417:04</h3>



<p class="">Sisters Blair Harber, 13, and Brooke Harber, 11, were among the dozens of lives lost in the catastrophic floods.</p>



<p class="">The two were not attending Camp Mystic but were in the central Texas visiting a relative. Their deaths were confirmed on Saturday by St. Rita Catholic Community.</p>



<p class="">The girls were staying with their grandparents &#8211; who remain unaccounted for &#8211; along the Guadalupe River, according to the church.</p>



<p class="">Their parents were in a separate cabin and were not harmed, the <a href="https://www.cbsnews.com/news/central-texas-flooding-dallas-sisters-among-43-dead/"> CBS News,&nbsp;external</a>&nbsp;reported.</p>

<h3 class="wp-block-heading">&#8216;I lost everything I own&#8217;: Houses flooded with river water</h3>

<p class="">The floor of Anthony’s apartment in Kerrville is full of mud and debris as we follow him inside.</p>



<p class="">His refrigerator is fallen on the floor, his bed has been moved and most of his belongings are not salvageable, except a box holding childhood photos and his baby blanket.</p>



<p class="">He leans down to grab a coffee machine pot that’s on the floor filled with river water.</p>



<p class="">“I lost everything I own,” he tells us.</p>



<p class="">He had been in Houston visiting his mum’s grave when the flooding hit, destroying many of the buildings in his apartment complex and moving one unit completely across a street.</p>



<p class="">He woke up Friday to photos of his flooded apartment building on the internet and rushed back to town.</p>



<p class="">We first met him leaving a Red Cross shelter where he was able to eat and get assistance on how to contact aid organisations. He says he has no family in the area.</p>



<p class="">“Now I’m trying to figure things out.”</p>

<p class="">As we&#8217;ve just reported, Lieutenant Governor Dan Partrick says the flash floods death toll has risen to 59 in Kerr County.</p>

<h3 class="wp-block-heading">At least 59 dead in flash floods in Texas, governor says</h3>



<p class="">The death toll after flash flooding hit Texas has risen to 59, according to the county&#8217;s Lieutenant Governor Dan Patrick, up from 51.</p>



<p class="">&#8220;We&#8217;re now up to 59,&#8221; he tells Fox News this morning. &#8220;We expect that to go higher sadly.&#8221;</p>

<h3 class="wp-block-heading">US weather service warns of more rain in central Texas</h3>

<p class="">As we have been reporting, the flash flooding began on Thursday night into Friday morning &#8211; the start of the 4 July holiday weekend.</p>



<p class="">Officials have said that the equivalent of a months&#8217; worth of rain fell in a matter of hours.</p>



<p class="">The National Weather Service (NWS) has warned that more rain is forecast for the central Texas area and that &#8220;excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations&#8221;.</p>



<p class="">&#8220;A Flood Watch is in effect,&#8221; NWS San Antonio / Austin says on X.</p>



<h3 class="wp-block-heading">Who are the flooding victims?</h3>

<p class=""><em>Here are the names of some of the children who were confirmed to have died after flash floods hit Camp Mystic:</em></p>



<p class=""><strong>Renee Smajstrla</strong>, eight, was at the camp when flooding struck, according to her uncle.</p>



<p class="">&#8220;Renee has been found and while not the outcome we prayed for, the social media outreach likely assisted the first responders in helping to identify her so quickly,&#8221; Shawn Salta said on Facebook.</p>

<h3 class="wp-block-heading">Rescue mission continues after Texas floods, as 27 children still missing</h3>

<p class="">As Texas wakes up, we are resuming our coverage of the rescue mission in central Texas &#8211; after flash floods hit the area in the early hours of Friday morning.</p>



<p class="">At least 51 people have been killed, including 15 children, as hundreds of rescuers have been deployed to search for those missing.</p>



<p class="">&#8220;The work continues, and will continue, until everyone is found,&#8221; promised Larry Leitha, the sheriff of Kerr County &#8211; which has been hardest hit by the floods.</p>



<p class="">Much of the rescue has focused on a large all-girls&#8217; Christian summer camp called Camp Mystic, located along the banks of the Guadalupe River, as 27 girls remain missing following the flood.</p>



<h3 class="wp-block-heading">&#8216;We never expected that at all&#8217; &#8211; Kerrville resident</h3>

<p class="">We meet Karen Rector standing outside her Kerrville home as she looks out at workers cutting down trees fallen over by the flood.</p>



<p class="">In the 25 years she has lived in her mobile home that looks out towards the Guadalupe River, she has never seen the water rise as high as it did two nights ago.</p>



<p class="">“It’s the first time it’s ever gotten like that,” Rector tells us, remembering hearing the sound of the roaring water. “We never expected that at all.”</p>



<p class="">She had left her home in the middle of the night, urged to leave by a neighbour. She returned when the flooding had receded to find the water had reached the base of her mobile home but didn’t make it inside.</p>



<p class="">Rector says she is grateful the damage wasn’t worse being so close to the river.</p>



<p class="">“I’m very, very thankful,” she says. “There’s no telling what the water could’ve done.”</p>



<h3 class="wp-block-heading">Damage is palpable in Kerrville as debris line the Guadalupe River</h3>

<p class="">Downed trees and debris line the Guadalupe River in Kerrville. Although much of the water has receded, the damage is palpable.</p>



<p class="">Water in the county rose up to 26 feet high. Mud and puddles extend far above and beyond the river itself.</p>



<p class="">By the river, all sorts of objects are strewn about: A white and pink flowered couch flipped upside down, its ruffles turned over. An orange water cooler amid tree trunks, its interior filled with dirt.</p>



<p class="">A several-ton dumpster fully flattened against a walkway, half-submerged under water.</p>



<p class="">This on just a sliver of a river whose damage extends for miles.</p>

<h3 class="wp-block-heading">Questions about early warnings come amid budget cuts</h3>



<p class="">Details on why&nbsp;<a href="https://www.bbc.co.uk/news/live/c15np18yy24t?post=asset%3Ae0d776e4-335b-4846-96b2-0b58ddd23dd5#post">“there was no early warning on Texas floods”</a>&nbsp;may follow.</p>



<p class="">But even before this tragic extreme event, there had already been worries over Trump administration’s budget cuts to the US’s National Oceanic and Atmospheric Administration (NOAA) &#8211; the government agency that operates the country’s National Weather Service.</p>



<p class="">Meteorologists in the US and elsewhere have expressed concerns over “reduced number of weather balloons” that observe wind, relative humidity and pressure above the ground.</p>



<p class="">They say budget cuts have meant that around 20% less weather balloons are now being released for such observation and that can impact accurate weather forecasting.</p>



<p class="">Experts are also worried over possible impacts on ocean observation because half of the argo floats – robotic instruments that float on the ocean and dive in on a regular basis to measure water temperature, salinity and other parameters – are NOAA&#8217;s.</p>



<p class="">And NOAA budget cuts can mean no new replacements of its argo floats to study oceans that drive our climate systems.</p>



<p class="">All this is bad news not just for the US weather and climate forecasting, but also for many met offices around the world that depend on NOAA’s services, experts say.</p>



<h3 class="wp-block-heading">What we learned from the latest Texas floods update</h3>

<p class="">A short while ago, Homeland Security Secretary Kristi Noem, Texas Governor Greg Abbott, and other state and local officials wrapped up a press conference to give an update on search and rescue operations after flash flooding caused major damage along the Guadalupe River.</p>



<p class="">Here&#8217;s what we learned:</p>

<h3 class="wp-block-heading">Barbed wire prevented Kerrville teen from being swept away</h3>

<p class="">On the banks of the Guadalupe river we meet Jonathan and Brittany Rojas, who have come to see the damage to a relative&#8217;s home.</p>



<p class="">Five people were in the house the night of the flooding &#8211; the mother and a small child are still missing.</p>



<p class="">What&#8217;s left of the house is the foundations with the entirety of the house swept up in the floods and moved along the street.</p>



<p class="">As we speak to Jonathan and Brittany, a neighbour of their relatives comes by to give them a money jar which says &#8216;Leo&#8217;s survival kit&#8217; on it.</p>



<p class="">They say the son, Leo, survived partly thanks to barbed wire being caught in his body which prevented him from being swept away.</p>



<p class="">Jonathan and Brittany say the money jar will be reunited with Leo who is currently in hospital, one of his only possessions left after this tragedy.</p>



<h3 class="wp-block-heading">Weather is difficult to predict, says Noem</h3>

<p class="">Noem takes this one and says the &#8220;weather is difficult to predict&#8221;. She says over the years the National Weather Service has done well.</p>



<p class="">&#8220;At times we have all wanted more time, more warning or more alerts,&#8221; she says.</p>



<p class="">She says this is one area that Donald Trump has says he wants to fix.</p>



<p class="">The press conference has now concluded.</p>



<h3 class="wp-block-heading">Thirty-two confirmed dead, including 18 adults and 14 children &#8211; Sheriff</h3>



<p class="">Here&#8217;s the latest update from officials on the numbers: 32 deceased &#8211; 18 are adults 14 are children.</p>



<p class="">Five adults and three children remain unidentified. Numbers will continue to change, the official says.</p>



<h3 class="wp-block-heading">&#8216;We&#8217;re not going to stop until we find everyone&#8217; &#8211; police chief</h3>



<p class="">Chief Kidd is telling reporters all of the river is being searched for people.</p>



<p class="">&#8220;That process is going to keep going, we&#8217;re not going to stop until we find everyone,&#8221; he says.</p>



<p class="">Kidd adds that ground teams are working on the search effort as well.</p>



<h3 class="wp-block-heading">Responders still looking for &#8216;living people&#8217;, says official</h3>



<p class="">Officials are now taking questions from reporters.</p>



<p class="">Responding to a question on whether this is a rescue mission or a recovery operation, Chief Kidd says rescue operations continue, and responders are still looking for living people.</p>



<p class="">He notes that it will turn to recovery eventually but for now the search continues.</p>



<h3 class="wp-block-heading">Official says damage assessment to begin soon</h3>



<p class="">Chief of the Texas Division of Emergency Management (TDEM) W. Nim Kidd says assessment of damage will start as soon as possible, &#8220;we continue to work forward&#8221;.</p>

<p class="">The next speaker, Kerr County Judge Rob Kelly, says that his house, along the Guadalupe River, is one of those decimated by the floods.</p>



<p class="">&#8220;I barely got home yesterday,&#8221; he says.</p>



<p class="">He says his morning started by ushering in a crew with dump trailers, tree trucks, &#8220;trying to rebuild what went down the river&#8221;.</p>



<p class="">Kelly says he&#8217;s also spent time today at the funeral home where many of the body bags are. He says locals know that the river rises but &#8220;nobody saw this coming&#8221;.</p>



<p class="">&#8220;The rescue has gone as well as can be expected, it&#8217;s time now for the recovery,&#8221; he says.</p>

<p class="">The wind has been kicking up along the Gold Coast and so too has the swell. But while authorities have been warning residents to stay indoors as Cyclone Alfred approaches, die-hard surfers have been throwing caution to the increasing wind.</p>



<p class="">&#8220;This is what we look forward to,&#8221; said Jeff Weatherall as he waited for a jet ski to pick him up from Kirra beach and carry him into the big waves. &#8220;This is the fifth day straight &#8211; I&#8217;ve done nothing but eat, sleep, surf and do it again.&#8221;</p>



<p class="">Kirra beach is famous for its breakers and this week has been busy as surfers wait for Cyclone Alfred.</p>



<p class="">The cyclone is expected to make landfall as a category two system late Friday or – more likely &#8211; early Saturday morning.</p>



<p class="">Its path has slowed in recent days and has been moving &#8220;erratically&#8221; according to weather experts, which is why landfall has been delayed from earlier predictions.</p>



<p class="">&#8220;A category two system means winds near the centre up to 95km/h (59mph), with gusts up to 130km/h,&#8221; says the Bureau of Meteorology&#8217;s Matthew Collopy.</p>



<p class="">Four million people are in the firing line of Cyclone Alfred. It&#8217;s expected to hit between the Sunshine Coast and the Gold Coast &#8211; a stretch of Australia known for its beautiful beaches and top surf – as well as Brisbane, Australia&#8217;s third-biggest city.</p>



<p class="">The past few days in Kirra have been &#8220;crazy&#8221;, said resident and keen surfer Donnie Neal.</p>



<p class="">&#8220;It&#8217;s pretty serious, there are people that are going to lose their houses, but at the moment, you&#8217;re taking the good of it all &#8211; this is just crazy surf.&#8221;</p>



<p class="">As well as strong winds, Cyclone Alfred is expected to dump as much as 800mm of rain in the coming days, affecting a large area of southern Queensland and northern New South Wales. Flash and riverine flooding is the biggest concern in low-lying areas.</p>



<p class="">&#8220;These are tough times, but Australians are tough people, and we are resilient people,&#8221; said Prime Minister Anthony Albanese on Thursday, echoing the Gold Coast&#8217;s acting Mayor Donna Gates, who has said Cyclone Alfred is a &#8220;scary proposition&#8221; for the region.</p>



<p class="">Nearly 1,000 schools have closed, public transport has been suspended and airports are shut. Flights aren&#8217;t expected to resume until Sunday at the earliest. Elective surgeries have also been cancelled.</p>



<p class="">While Queensland isn&#8217;t a stranger to cyclones – it&#8217;s the most disaster-prone state in Australia – it&#8217;s rare they come so far south.</p>



<p class="">The last time it happened was in 1974, when Cyclone Wanda hit in January and then two months later, Zoe crossed the coast.</p>



<p class="">Flooding though, is more common. In February 2022, thousands of homes were damaged along much of Australia&#8217;s east after heavy rain. Authorities have been keen to prepare communities ahead of Cyclone Alfred. The council opened sandbag depots across the region to help residents protect their homes.</p>



<p class="">&#8220;It&#8217;s surreal. We know it&#8217;s coming, but it&#8217;s very quiet,&#8221; said Anthony Singh, a resident of the Brisbane suburb of West End. He waited for four hours on Wednesday to pick up sandbags to protect his home.</p>



<p class="">Fellow resident Mark Clayton, helped to co-ordinate the sandbag collection, shovelling more than 140 tonnes of sand.</p>



<p class="">&#8220;I think people are a bit apprehensive,&#8221; he says. &#8220;Are the buildings going to stay up, are the roofs going to stay on? People expect a lot of trees to come down and to lose power for an extended period of time.&#8221;</p>



<p class="">With supermarkets now shut and people mostly sheltering at home, there&#8217;s a lot of uncertainty as Australians wait for the storm to hit.</p>

<p class="">Kentucky Governor Andy Beshear said nine people have died in his state, after making an emergency disaster declaration.</p>



<p class="">About 1,000 people stranded in flood waters had to be rescued, he also said on Sunday.</p>



<p class="">The same areas could now be affected by drier but colder conditions, and the risk of snow, ice and significant disruption &#8211; according to BBC forecaster John Hutchinson.</p>



<p class="">The other death over the weekend was in Georgia, where a man lying in his bed was struck by an uprooted tree that crashed into his home.</p>



<p class="">Kentucky, Georgia, Alabama, Mississippi, Tennessee, Virginia, West Virginia and North Carolina were under some type of storm-related alert over the weekend. Almost all of those states also suffered catastrophic damage in September from Hurricane Helene.</p>



<p class="">Hundreds of thousands of homes ended up without power &#8211; a number that reduced to tens of thousands early on Monday, according to monitoring site Poweroutage.us.</p>



<p class="">Some parts of Kentucky received up to 6in (15cm) of rain, National Weather Service (NWS) figures show, resulting in widespread flooding issues.</p>



<p class="">The rapid influx of rain caused river levels to rise quickly and trapped vehicles in feet of water, images posted online show. Hundreds of roads were closed.</p>



<p class="">Among those who died in the state were a mother and her seven-year-old child, and a 73-year-old man.</p>



<p class="">A resident of rain-lashed Knott County told CNN he was anxious he would &#8220;lose everything again&#8221;, as he was still rebuilding his home from devastating flooding two years previously. Danny Laferty told the broadcaster the type of flooding he had seen in recent years was &#8220;different&#8221;.</p>



<p class="">Beshear said that he had written to the White House requesting an emergency disaster declaration and federal funds for affected areas.</p>



<p class="">President Donald Trump approved the declaration on Sunday, authorising the Federal Emergency Management Agency (Fema) &#8211; which he has suggested abolishing &#8211; to co-ordinate disaster relief efforts.</p>



<p class="">In Obion County, Tennessee, heavy rains caused a levee to break, &#8220;resulting in rapid onset flooding&#8221;, according to an X account for the local National Weather Service (NWS) station.</p>



<p class="">The town of Rives along the Obion River, with a population of about 300 people, was deluged from the breached flood barrier. Footage showed brown water rushing over rocks and past trees, as rescue workers in red boats passed flooded homes.</p>



<p class="">Steve Carr, the Obion County mayor, declared a state of emergency himself, ordering mandatory evacuations in Rives. Meanwhile, West Virginia Governor Patrick Morrisey issued his own state of emergency in more than a dozen counties over the weekend.</p>



<p class="">Kristi Noem, head of the Department of Homeland Security (DHS), which oversees Fema, said she had been in contact with the governors of affected states.</p>



<p class="">&#8220;While emergency management is best led by local authorities, we reinforced that DHS stands ready to take immediate action to offer resources and support,&#8221; Noem said.</p>



<p class="">The same weather system is now bringing heavy snow to parts of Canada. Meanwhile, the NWS warns that arctic air could bring record-breaking cold and dangerous wind chills to the central US this week.</p>

<p class="">Hundreds of people stranded in flood waters, many stuck in their cars, had been rescued, and Beshear warned residents to &#8220;stay off the roads right now and stay alive&#8221;.</p>



<p class="">In Georgia, the ninth death was recorded after a man lying in his bed was struck by an uprooted tree that crashed into his home.</p>

<p class="">West Virginia Governor Patrick Morrisey issued a state of emergency in 10 counties on Saturday and added another three counties to the list on Sunday.</p>



<p class="">&#8220;Please continue to be cautious,&#8221; Morrisey said on X.</p>



<p class="">Kristi Noem, the newly installed head of the Department of Homeland Security, said she has been in contact with both Beshear and Morrisey, and left voicemails with Tennessee Governor Bill Lee and Alabama Governor Kay Ivey. Fema is part of her department.</p>

<p class="">Australian authorities are scrambling to help isolated communities in Queensland after a flooding emergency forced thousands of evacuations, cut power to homes and washed away sections of a vital highway.</p>



<p class="">The flooding has claimed a woman&#8217;s life and caused havoc across the state&#8217;s north, with residents in Townsville, Ingham, and Cardwell among the hardest hit.</p>



<p class="">&#8220;Record&#8221; downpours are set to continue, authorities say, with parts of the region already experiencing almost 1.3m (4.2ft) of rain since Saturday, causing rivers and reservoirs to overflow.</p>



<p class="">Prime Minister Anthony Albanese &#8211; who was briefed about the response efforts on Monday &#8211; said that the disaster had brought out &#8220;the best of Australians&#8221;.</p>



<p class="">&#8220;I&#8217;ve seen Australians helping one another in their time of need,&#8221; he wrote on X, adding that the &#8220;threat from floodwaters&#8221; would persist in affected areas for days.</p>



<p class="">Efforts to assist the hardest-hit areas have been hindered by flood damage to parts of the Bruce Highway &#8211; the main thoroughfare stretching 1,673km (1039 miles) from the state&#8217;s south.</p>



<p class="">This included the partial collapse of a bridge that could add an extra 700km to driving routes and slow down the delivery of critical supplies, the Queensland Trucking Association told the ABC.</p>



<p class="">Queensland&#8217;s Premier David Crisafulli offered his condolences to the &#8220;tight-knit&#8221; town of Ingham, after a 63-year-old woman died when a State Emergency Service (SES) dinghy capsized during a rescue attempt on Sunday.</p>



<p class="">&#8220;We are deeply sorry for their loss,&#8221; he told reporters on Monday.</p>



<p class="">Crisafulli also urged all residents located in the so-called &#8220;black-zone&#8221; of the floods &#8211; which includes six Townsville suburbs &#8211; to not return home, due to the ongoing threat posed by the nearby Ross River.</p>



<p class="">Australia&#8217;s Bureau of Meteorology said the area had received six months of rainfall in three days.</p>



<p class="">About 2,000 homes could be inundated as water levels rise before their expected peak on Tuesday, the Townsville Local Disaster Management Group warned.</p>



<p class="">Many homes have already been flooded. One Ingham resident who lives with her elderly mother told the Townsville Bulletin that she had waited seven hours for emergency services to help them evacuate after their property was affected.</p>



<p class="">&#8220;I was crying, I was hysterical. Someone even hung up on me when I called [emergency number] triple-0, saying: &#8216;We&#8217;re busy,'&#8221; she said.</p>



<p class="">Though rainfall is now easing, major flood warnings remain in place for communities along several rivers.</p>



<p class="">Crisafulli has warned that Ingham could be on track to experience its worst flooding in 60 years if the Herbert river surpasses a peak of 15.2m.</p>



<p class="">Emergency responders have continued working around the clock, with the SES receiving 480 calls for help on Sunday night and performing 11 &#8220;swift water&#8221; rescues. Widespread power outages continue to be reported, making it impossible for some communities to call for assistance.</p>



<p class="">SES Deputy Commissioner Shane Chelepy urged people to stay vigilant and check on their neighbours when possible. He added that some 400 people were now being housed in evacuation centres across Townsville, Ingham, and Cardwell.</p>



<p class="">Authorities have also asked locals to be on the lookout for crocodiles, saying that they could be lurking in streams away from their usual habitats.</p>



<p class="">Located in the tropics, north Queensland is vulnerable to destructive cyclones, storms, and flooding.</p>



<p class="">But climate scientists have warned that warmer oceans and a hotter planet are creating the conditions for more intense and frequent extreme rainfall events.</p>

<p class="">Alison Thomas&#8217;s house in Long Stratton, Norfolk, was deluged on Christmas Eve 2020 after 2in (50mm) of rain led to flash flooding.</p>



<p class="">Mrs Thomas is due to speak at a summit in Norwich, where attendees will include Anglian Water, the Environment Agency, the county council and MPs.</p>



<p class="">The organisers said they hoped the conference would lead to better flood mitigation and prevention.</p>



<p class="">It aims to build on the work of the Norfolk Strategic Flooding Alliance, formed after the 2020 floods, which saw parts of south Norfolk get a month&#8217;s rain in just 24 hours.</p>



<p class="">&#8220;It was a bit surreal, when you realise that you haven&#8217;t got control over what&#8217;s happening,&#8221; said Mrs Thomas, a Conservative county councillor, as she described the flooding at her home.</p>



<p class="">Along with her daughter, she had been battling to stop the water getting to the front door by &#8220;throwing buckets of water over the wall as fast as we could&#8221;.</p>



<p class="">It was only when she went inside that she realised their efforts had been in vain.</p>



<p class="">&#8220;It got in through the entire house. We were battling outside thinking we were keeping the water out.</p>



<p class="">&#8220;Then I came in, took my wellies off and realised my socks were wet. It was up to the first rung of the stairs.&#8221;</p>



<p class="">The North Norfolk Liberal Democrat MP, Steff Aquarone, also due to speak at the conference, said flooding was &#8220;devastating&#8221; for communities.</p>



<p class="">&#8220;We need to continue to push for more, longer term funding as well as better joined up working between agencies,&#8221; he said.</p>



<p class="">&#8220;I hope that the summit is a chance for everyone to get on the same page and make the call loudly and clearly to government, to insurers, and to all those involved in flooding and water management.&#8221;</p>



<p class="">The government has said it is working to improve flood defences and last year launched its Flood Resilience Taskforce.</p>

<p class=""><a href="https://www.bbc.co.uk/news/articles/c98ylm26pzro">A 19-year-old man died when he was hit by a tree while driving in East Ayrshire on Friday</a>&nbsp;during Storm Éowyn. He is the second death in the storm, with a 20-year-old man killed in County Donegal Ireland on Friday.</p>



<p class="">The Met Office has issued&nbsp;<a href="https://www.bbc.co.uk/weather/warnings/weather">multiple yellow weather warnings</a>&nbsp;for wind and heavy rain on Sunday and Monday, saying injuries and &#8220;danger to life&#8221; were a possibility.</p>



<p class="">Storm Herminia was named by the Spanish weather service Agencia Estatal de Meteorología (AEMET) on Friday and has now closed in on the UK, BBC Weather said.</p>



<p class="">More than 4,500 properties are now without power in Devon and Cornwall. National Grid said 2,968 properties have been hit in Cornwall, with another 1,488 in Devon.</p>



<p class="">National Rail said flooding between Par and Newquay has blocked the line and trains running between the two stations have been cancelled.</p>



<p class="">A Ryanair flight that was expected to land at Cornwall Airport Newquay at 07:35 GMT was diverted to London Gatwick.</p>



<p class="">People have been urged to stay away from the coast due to crashing waves. Maggie Howell, from Falmouth Coastguard, said the conditions out at sea were &#8220;really, really bad&#8221; on Sunday morning.</p>



<p class="">Forecasters said the storm brings a large risk of disruptive weather, especially across the southern half of the UK, which largely escaped Éowyn.</p>



<p class="">&#8220;Southwestern areas certainly bearing the brunt this time in terms of the most unsettled conditions,&#8221; Met Office meteorologist Jonathan Vautrey said.</p>



<p class="">Heavy rain is expected to move in across England, Wales, Northern Ireland and southern Scotland on Sunday, with between 10 and 20mm (nearly an inch) of rain expected to fall.</p>



<p class="">Another band of rain will sweep in across England and Wales overnight into Monday, increasing the risk of flooding as the ground is already saturated.</p>



<p class="">&#8220;Given recent heavy rain, this extra rainfall could lead to some local surface water and river flooding,&#8221; Mr Vautrey said.</p>



<p class="">Meanwhile, around 101,000 customers were still without power on Sunday following the devastation caused to the electricity network by Éowyn.</p>



<p class="">A yellow weather warning for wind and a yellow warning for snow and ice will be in place across Northern Ireland on Sunday.</p>



<p class="">It comes two days after Éowyn brought winds of more than 90mph to Northern Ireland.</p>



<p class="">&#8220;Given ongoing recovery work after Storm Éowyn, impacts may be more widespread than would ordinarily be expected with winds of this strength,&#8221; the Met Office said.</p>



<p class="">At the storm&#8217;s height, nearly a million properties were without power across the British Isles, while many road and rail links were blocked.</p>

<p class="">It is the coldest January overnight temperature since 2010, when they dropped below -15C several times at locations across the UK, including -22.3C on 8 January in Altnaharra.</p>



<p class="">The average low in northern Scotland for this time of year is about 0.3C, while for England, overnight lows are about 1.5C to 1.6C.</p>



<p class="">Temperatures were widely around -4 to -10C on Saturday morning with some freezing fog in parts of the Midlands and eastern England.</p>

<p class="">Amber alerts have been extended and will now run until 14 January, meaning a rise in deaths, particularly among those aged 65 and over or with health conditions, is likely, the agency said.</p>



<p class="">Meanwhile, with some milder air spreading into Northern Ireland, west Wales and south-west England, temperatures stayed above freezing at 5 to 10 C.</p>



<p class="">While the less cold air in the west will bring some cloud and some light rain at times, for most of the UK, Saturday will be another cold day with temperatures not much above freezing.</p>



<p class="">Temperatures will drop quickly on Saturday night again across eastern areas, especially in north-east Scotland where it could be as low as -15C.</p>



<p class="">But overall, Sunday morning will not be as cold as previous mornings.</p>



<p class="">The day will be mostly dry with wintry sunshine and with milder air moving a little further north and east, temperatures will not be as cold again.</p>



<p class="">Very gradually, higher than average temperatures will spread across many parts of the UK through the coming week, with maximum temperatures of 10-14C from Tuesday and Wednesday onwards.</p>



<p class="">This could lead to a significant thaw of all the snow and ice that may lead to higher river levels and a risk of flooding in places.</p>

<p class="">A major route connecting the Isle of Man&#8217;s capital with the north of the island is set to remain shut due to snow as the island faces a warning of icy conditions on all other roads.</p>



<p class="">A road closure order for the A18 Mountain Road, which has been closed since Saturday night, has been extended until midnight on Friday.</p>



<p class="">Ronaldsway Met Office has upgraded a weather warning for ice, in place until 12:00 GMT on Friday, from yellow to amber.</p>



<p class="">Forecasters said &#8220;largely clear skies&#8221; meant there was a &#8220;significant risk of ice forming&#8221; anywhere as many roads had remined wet or damp throughout the day.</p>



<p class="">While the whole of the island was vulnerable to the conditions, sheltered low-lying spots in central, southern and western parts of the island were most at risk.</p>



<p class="">The Department of Infrastructure (DOI) said existing ice and snowfall the previous night had &#8220;hampered efforts&#8221; to reopen the Mountain Road and the adjoining Ben-Y-Phott and Tholt-Y-Will roads.While efforts were initially been concentrated on lower roads earlier, staff had later been redeployed to Snaefell, it added.</p>



<p class="">A yellow weather warning for snowfall issued on Wednesday had been extended from 06:00 until 14:00 GMT due to continuing wintry showers in parts of the island.</p>



<p class="">The Isle of Man Constabulary said main routes were &#8220;passable with care&#8221; but urged the public to &#8220;leave plenty of time&#8221; for journeys, and &#8220;drive to the conditions, leaving plenty of distance to vehicles in front&#8221;.</p>



<p class="">The Isle of Man Airport said that while it was operational, snow and icy conditions in the UK, particularly in Liverpool and Manchester posed a threat of disruption or delays.</p>



<p class="">The Isle of Man Post Office also warned that postal workers would only deliver items where it was &#8220;safe to do so&#8221; amid the icy conditions.</p>

<p class="">A 17-year-old boy has been rescued after he was stuck in floodwater as dozens of warnings remain in place across the region.</p>



<p class="">More than 100 properties have been flooded in greater Lincolnshire, where warnings are in place from Brigg in North Lincolnshire to Market Deeping in South Kesteven.</p>



<p class="">A major incident was declared by authorities in Lincolnshire on Monday night and a critical incident has been declared by East Midlands Ambulance for the first time.</p>



<p class="">The teenager got into difficulty on St Nicholas Drive, Grimsby, at about 22:15 GMT on Monday and was led to safety by firefighters, Humberside Fire and Rescue Service reported.</p>



<p class="">In East Yorkshire, 17 flood warnings have been issued, including for the villages of Bielby, Leven, Routh and Meaux.</p>



<p class="">About 25 road closures are in place, including the A1 between the B6326 near Newark, Nottinghamshire, and the B1174 near Grantham.</p>



<p class="">Pat Coates, of Lincolnshire Resilience Forum (LRF), said Boston and Greatford, near Stamford, had been affected by further flooding overnight.</p>



<p class="">&#8220;We&#8217;re still assessing the numbers. I haven&#8217;t got the exact number of properties, but it was more than a few,&#8221; he said.</p>



<p class="">&#8220;We deployed fire resources to assist with pumping to try to reduce the water levels, and we didn&#8217;t have to evacuate anybody. People managed to move upstairs and they were prepared for it.&#8221;</p>



<p class="">He said the flood water level was receding, and teams were working to reopen roads.Mr Coates urged people in flood risk areas to check for information and updates.</p>



<p class="">Stuart Bateman, who owns Batemans brewery in Wainfleet, Lincolnshire, said two of his properties in the market town had been flooded.</p>



<p class="">&#8220;They are the same two properties that were flooded 18 months ago. This could have been partially been prevented,&#8221; he said.</p>



<p class="">&#8220;One of the properties is still being repaired from the last flood.&#8221;</p>



<p class="">Mr Bateman said the other property had a brewer living in it, and added: &#8220;He&#8217;s got back in about six months ago and he&#8217;s had to move out again.</p>



<p class="">&#8220;It&#8217;s the same situation, same problem that we had last time it flooded.&#8221;</p>



<p class="">On Monday, about 50 pupils and their teachers were evacuated from a school in Edenham, near Bourne.</p>



<p class="">All the roads leading to Edenham Primary School were flooded and volunteers in 4&#215;4 vehicles drove the children to safety, the LRF said.</p>
