Donald Trump has said there is a “good chance” he could meet the Russian and Ukrainian leaders, following what he described as “very good talks” between his envoy and Vladimir Putin earlier in the day.

Asked at the White House whether the two leaders had agreed to such a summit, the US president said there was a “very good prospect”, but did not give further details.

The Kremlin earlier issued a vague statement about the talks between Putin and Steve Witkoff, with a foreign policy aide saying the two sides had exchanged “signals” as part of “constructive” talks in Moscow.

The meeting came days before Trump’s deadline for Russia to agree to a ceasefire in Ukraine, or face new sanctions.

Trump’s comments in the Oval Office on Wednesday come after he posted on his Truth Social platform that he had briefed some of America’s European allies following the talks.

“Everyone agrees this War must come to a close, and we will work towards that in the days and weeks to come,” Trump said.

The White House said that Russia had expressed a desire to meet the US president and that he was “open to meeting with both President Putin and President Zelensky”.

Ukrainian President Volodymyr Zelensky meanwhile said he had spoken to Trump about Witkoff’s visit, with European leaders also on the call.

Zelensky has been warning that Russia would only make serious moves towards peace if it began to run out of money.

Trump has said Russia could face hefty sanctions or see secondary sanctions imposed against all those who trade with it if it doesn’t take steps to end the war.

Wednesday’s discussions between Putin and Witkoff appeared cordial despite Trump’s mounting irritation with the lack of progress in negotiations between Moscow and Kyiv.

Shortly after Witkoff’s departure from Moscow, the White House said Trump had signed an executive order imposing an additional 25% tariff on India for buying Russian oil. The tariff would come into force on 27 August.

The US president has accused India of not caring “how many people in Ukraine are being killed by the Russian war machine”.

Expectations are muted for a settlement by Friday, and Russia has continued its large-scale air attacks on Ukraine despite Trump’s threats of sanctions.

Before taking office in January, Trump said he would be able to end the war between Russia and Ukraine in a day. The conflict has raged on, and his rhetoric towards Moscow has since hardened.

“We thought we had [the war] settled numerous times, and then President Putin goes out and starts launching rockets into some city like Kyiv and kills a lot of people in a nursing home or whatever,” he said last month.

Three rounds of talks between Ukraine and Russia in Istanbul have failed to bring the war closer to an end, three-and-a-half years after Moscow launched its full-invasion.

Moscow’s military and political preconditions for peace remain unacceptable to Kyiv and to its Western partners. The Kremlin has also repeatedly turned down Kyiv’s requests for a meeting between Zelensky and Putin.

Meanwhile, the US administration approved $200m (£150m) of additional military sales to Ukraine on Tuesday following a phone call between Zelensky and Trump, in which the two leaders also discussed defence co-operation and drone production.

Ukraine has been using drones to hit Russia’s refineries and energy facilities, while Moscow has focused its air attacks on Ukraine’s cities.

The Kyiv City Military Administration said the toll of an attack on the city last week rose to 32 after a man died of his injuries. The strike was one of the deadliest on Kyiv since the start of the invasion.

Ukrainian authorities on Wednesday reported that a Russian attack on a holiday camp in the central region of Zaporizhzhia left two dead and 12 wounded.

“There’s no military sense in this attack. It’s just cruelty to scare people,” Zelensky said.

US President Donald Trump says “great progress” has been made over Ukraine during talks between his envoy, Steve Witkoff, and Russian President Vladimir Putin.

Trump also described the meeting as “highly productive” in a post on his Truth Social platform.

The Kremlin earlier issued a vague statement about the talks, with foreign policy aide Yuri Ushakov saying the two sides had exchanged “signals” as part of “constructive” talks in Moscow.

He also said Russia and the US had discussed the possibility of strategic cooperation – but refused to share more until Witkoff had briefed the US president.

The meeting came days before Trump’s deadline to agree to a ceasefire in Ukraine.

The discussions between Putin and Witkoff appeared cordial despite Trump’s mounting irritation with the lack of progress in negotiations between Moscow and Kyiv.

Images shared by Russian outlets showed Putin and Witkoff – who have met several times before – smiling and shaking hands in a gilded hall at the Kremlin.

Ukrainian President Volodymyr Zelensky later said he had spoken to Trump about Witkoff’s visit, with European leaders also on the call. “The war must end,” he said.

Sir Keir Starmer’s plan for an international force to support a ceasefire in Ukraine has been dismissed as “a posture and a pose” by Donald Trump’s special envoy.

Steve Witkoff said the idea was based on a “simplistic” notion of the UK prime minister and other European leaders thinking “we have all got to be like Winston Churchill”.

In an interview with pro-Trump journalist Tucker Carlson, Witkoff praised Vladimir Putin, saying he “liked” the Russian president.

“I don’t regard Putin as a bad guy,” he said. “He’s super smart.”

Witkoff, who met Putin 10 days ago, said the Russian president had been “gracious” and “straight up” with him. Putin told him, he added, that he had prayed for Trump after an assassination attempt against him last year. He also said Putin had commissioned a portrait of the US president as a gift and Trump was “clearly touched by it”.

During the interview, Witkoff repeated various Russian arguments, including that Ukraine was “a false country” and asked when the world would recognise occupied Ukrainian territory as Russian.

Witkoff is leading the US ceasefire negotiations with both Russia and Ukraine but he was unable to name the five regions of Ukraine either annexed or partially occupied by Russian forces.

He said: “The largest issue in that conflict are these so-called four regions, Donbas, Crimea, you know the names and there are two others.”

The five regions – or oblasts – are Luhansk, Donetsk, Zaporizhzhia, Kherson and Crimea. Donbas refers to an industrial region in the east that includes much of Luhansk and Donetsk.

Witkoff made several assertions that are either not true or disputed:

He said Ukrainian troops in Kursk were surrounded, something denied by Ukraine’s government and uncorroborated by any open-source data

He said the four partially occupied regions of Ukraine had held “referendums where the overwhelming majority of the people have indicated that they want to be under Russian rule”. There were referendums only in some of the occupied parts of Ukraine at different times and the methodology and results were widely discredited and disputed

He said the four partially occupied oblasts were Russian-speaking. There are many Russian-speaking parts of Ukraine but this has never indicated support for Russia.

The US is set to hold separate talks in Saudi Arabia with Ukraine and Russia about a ceasefire at meetings over Sunday and Monday.

Ahead of that, Ukrainian authorities said Russia had launched drone attacks on Kyiv overnight, resulting in deaths of three people, including a five-year-old child.

Officials said that eight people had been injured.

Russia also struck the southern city of Zaporizhzhia on Friday, killing a family of three.

Meanwhile, on Sunday Russia’s ministry of defence said it had shot down 59 Ukrainian drones across a number of regions in the south as well as in Crimea, the peninsula illegally annexed by Russia in 2014.

During his interview, Witkoff also repeated several Kremlin talking points about the cause of Russia’s full-scale invasion.

He said it was “correct” that from the Russian perspective the partially occupied territories were now part of Russia: “The elephant in the room is, there are constitutional issues within Ukraine as to what they can concede to with regard to giving up territory. The Russians are de facto in control of these territories. The question is: will the world acknowledge that those are Russian territories?”

He added: “There’s a sensibility in Russia that Ukraine is just a false country, that they just patched together in this sort of mosaic, these regions, and that’s what is the root cause, in my opinion, of this war, that Russia regards those five regions as rightfully theirs since World War Two, and that’s something nobody wants to talk about.”

Putin has repeatedly said that the “root causes” of his invasion were the threat posed to Russia by an expanded Nato and the sheer existence of Ukraine as an independent country.

Witkoff said in the Tucker Carlson interview: “Why would they want to absorb Ukraine? For what purpose? They don’t need to absorb Ukraine… They have reclaimed these five regions. They have Crimea and they have gotten what they want. So why do they need more?”

Asked about Keir Starmer’s plans to forge a “coalition of the willing” to provide military security guarantees for a post-war Ukraine, Witkoff said: “I think it’s a combination of a posture and a pose and a combination of also being simplistic. There is this sort of notion that we have all got to be like [British wartime prime minister] Winston Churchill. Russians are going to march across Europe. That is preposterous by the way. We have something called Nato that we did not have in World War Two.”

He said a ceasefire in the Black Sea would be “implemented over the next week or so” and “we are not far away” from a full 30-day ceasefire.

He also gave details of how Trump wanted to co-operate with Russia after relations had been normalised. “Who doesn’t want to have a world where Russia and the US are doing collaboratively good things together, thinking about how to integrate their energy polices in the Arctic, share sea lines maybe, send LNG gas into Europe together, maybe collaborate on AI together?”

Talks to extend the Gaza ceasefire have failed to reach an agreement, a Palestinian official has told the BBC, as the US accused Hamas of making “entirely impractical” demands at meetings in Qatar.

Negotiators have been trying to find a way forward after the first phase of the temporary truce ended on 1 March.

The US proposed to extend the first phase until mid-April, including a further exchange of hostages held by Hamas and Palestinian prisoners held by Israel.

But the unnamed Palestinian official said Israel and Hamas disagreed over key aspects of the deal set out by US Middle East envoy Steve Witkoff at the indirect talks.

Israel is yet to comment, but Prime Minister Benjamin Netanyahu’s office said he would receive a report from Israel’s negotiating team later on Saturday.

The White House accused Hamas of making “entirely impractical” demands in its response to Witkoff’s proposal.

It would extend the ceasefire into April but delay the negotiation of a permanent end to the war.

A statement from Witkoff’s office and the US National Security Council on Friday said: “Hamas is making a very bad bet that time is on its side. It is not.”

“Hamas is well aware of the deadline, and should know that we will respond accordingly if that deadline passes.”

A Hamas statement seen by the BBC said negotiations had broken down.

Netanyahu’s office had earlier said Israel accepted the US proposal.

It said Hamas remained “firm in its refusal and has not budged a millimetre,” accusing the group of “manipulation and psychological warfare”.

Israel and Hamas agreed to a ceasefire deal involving three stages in January, after 15 months of war.

In the first stage, Hamas returned 25 living Israeli hostages, the remains of eight others, and five living Thai hostages. Israel released about 1,800 Palestinian prisoners in exchange.

The deal says stage two will include the remaining living hostages in Gaza exchanged for more Palestinian prisoners.

But both sides currently disagree on the number of hostages due to be released next.

They also disagree on the withdrawal of Israeli troops from Gaza, which the original deal states should be happening by now.

Israel resists this point, while Hamas insists it should happen.

Israel has halted all aid and electricity to Gaza, including food and fuel, saying it aims to put pressure on Hamas.

It is believed that Hamas is still holding up to 24 living hostages in Gaza and the remains of 35 others.

As indirect talks continued on Friday, the group said in a statement it was ready to release the last living Israeli-American hostage it is known to be holding.

Edan Alexander, 21 was serving as an Israeli soldier close to Gaza when he was taken.

Under the terms of the original ceasefire agreement, it was expected that he would have been among the last hostages to be released.

The group also said it would hand over the remains of four other dual nationals captured during the 7 October 2023 attacks.

It did not give further details or make clear what it would demand in return.

Witkoff dismissed the offer, saying Hamas was trying to appear flexible in public while being impractical in private.

The attacks led by Hamas on 7 October 2023 killed more than 1,200 people in southern Israel, mostly civilians, with 251 taken hostage.

The assault triggered an Israeli military offensive that has since killed more than 48,520 people, most of them civilians, according to figures from the Hamas-run health ministry which are used by the UN and others.

Most of Gaza’s 2.1 million population has been displaced multiple times.

An estimated 70% of buildings have been damaged or destroyed, healthcare, water, and sanitation systems have collapsed and there are shortages of food, fuel, medicine and shelter.
